Illinois tenant rights include the right to live in a fit and habitable unit that complies with building codes, and the right to essential services such as running water and electricity. The Chicago Residential Landlord and Tenant Ordinance defines many of the the rights, duties, and obligations of both tenants and landlords in the Chicago area; in other parts of Illinois, specific local laws apply. Statewide, there are no laws in Illinois providing for モrent control,ヤ therefore Illinois has no legal limits on the amount of rent increases. Illinois tenant rights allow a tenant to request that a landlord make a repair to a property within 14 days; a tenant may then withhold a portion of the rent that reflects the reduced value. If a landlord refuses to make necessary repairs, a tenant can terminate their lease. Illinois also has specific legal rights that protect tenants from illegal eviction. A landlord is not allowed to personally remove a tenant from a property, lock a tenant out of a property, or shut off utilities.
