There is a strict process to follow whenever a landlord wants to terminate a lease for whatever reason, such as chronic untimely rent payment, constant property damage, or constant breach of lease agreement.  However, no matter how bad the situation is, a landlord cannot simply just change locks to lock a tenant out.  If a tenant is locked out, there may be legal penalties against the landlord for that action.  The landlord is required to get a court judgement first and if granted, a written eviction notice which would be then served to the tenant by the local sheriff.
